What is environmental monitoring?
Environmental monitoring is the activity of periodically
monitoring and measuring the pulse factors of the environment and environmental
waste, including: air, soil, water, solid waste, noise, etc.
The process of environmental monitoring includes many
different jobs from surveying the objects of observation, measuring parameters
for research, preserving samples and performing research in the laboratory.
Tasks of environmental monitoring
According to the law, all production and business
establishments carrying out production activities that pollute the environment
or cause environmental impacts are required to carry out environmental
monitoring. The tasks of environmental monitoring are:
Accurately assess the status of the environment to alert the company to plan the improvement and develop reports on environmental changes
Store information to have a basis for future assessment and
inspection activities
The mirror reflects whether the waste treatment system at
the company is guaranteed or not, supporting the state in penalizing units that do
not comply.
Based on the Environmental Impact Assessment Report or the
approved and approved Environmental Protection Plan, the projects that come
into production and commercial operation will have each periodical
environmental monitoring program different. With a frequency of monitoring

environmental quality monitoring at the project and compare it with current

the Environmental Monitoring Report is replaced by the Environmental Protection
Report, which is only made once a year. So how is the environmental protection
report different from the environmental monitoring report? With the policy of
reducing the types of periodic reports on the environment, MONRE issued
Circular 25/2019/TT-BTNMT (Article 37) with the aim of combining all types of
single reports into one report. Instead of annually, we have to make
environmental monitoring reports, automatic continuous automatic
wastewater/emissions monitoring results, hazardous waste management reports,
and industrial solid waste synthesis reports. – domestic waste, all these
reports will now be integrated into the Environmental Protection Report.
When must the Environmental Protection Report be made?
Based on the EIA Report and the Environmental Protection
Plan, the enterprise will have different stages of environmental monitoring.
There are projects that have to monitor the environment during the construction
phase (for projects that have to be built), and there are projects that only
monitor the environment during the operation phase (for projects without a
construction phase). However, even at this stage, you will also stick to the
approved "Monitoring Program" to monitor the correct location and required
pollution parameters.
You need to clearly distinguish between "Environmental
monitoring" and "Report on environmental protection".
Environmental monitoring is a form of sampling, testing and controlling whether
the project's pollution situation is within allowable limits. Therefore, this
environmental monitoring needs to be carried out periodically (3 months, 6
months). Then, based on these results, we will synthesize them into the
Environmental Protection Work Report.
The environmental protection report is only made once a year
and submitted in January of the following year.
To which agency to submit the report on environmental
protection?
The agencies that receive the Environmental Protection
Report are usually the Ministry of Natural Resources and Environment, the
Department of Natural Resources and Environment, the Department of Natural
Resources and the Environment, and the Management Board of Industrial Parks.
However, to ensure that you submit it to the correct place, you should check
the EIA Report or Environmental Protection Plan of the project to know exactly
where to submit it.
